The City of Novato has long recognized the vital role local governments play in addressing climate change. In 2009, the City adopted its first Climate Change Action Plan (CCAP), setting a goal to reduce greenhouse gas (GHG) emissions 15% below 2005 levels by 2020, a target that was successfully achieved four years early, in 2016.
As part of the City’s comprehensive update of its General Plan, the 2009 CCAP was fully integrated into General Plan 2035, which was adopted in 2020. Climate change mitigation goals, policies, and programs were embedded throughout the plan, with a dedicated appendix outlining specific GHG reduction measures. Since its adoption, General Plan 2035 has served as the City’s de facto Climate Action Plan (CAP).
In July 2023, the City launched an effort to develop a stand-alone Climate Action Plan (referred to as CAP2030) to align with updated state GHG reduction targets and enable more frequent updates to the City’s climate strategies. Developed in collaboration with the Sustainability Commission, public agencies, nonprofit partners, and community stakeholders, CAP2030 provides a flexible framework for tracking progress and refining local actions without requiring amendments to the General Plan.
The draft CAP2030 was presented to the City Council at a public hearing on September 23, 2025 and was unanimously adopted.
CAP2030 is a strategic roadmap to achieve communitywide emissions reductions in line with the state goal of reducing emissions 40% below 1990 levels by 2030. Progress toward the 2030 goal will be tracked in the City's Sustainability Dashboard and shared with the community through the City's regular communication channels.
