Project Overview

Olive Avenue Widening & Utility Undergrounding Project No. 97-001

Description

Improvements to be constructed on Olive Avenue include the addition of westbound turn lanes from Olive Avenue to Redwood Boulevard, Class II bicycle facility (eastbound), new storm drain culvert, sidewalk / curb / gutter along the north side of Olive Avenue, and a gated pedestrian railroad crossing (may be constructed by SMART under separate contract). The new sidewalk width along the north side of Olive Avenue is proposed to be 10’ wide to serve as a separate Class I multi-use path. The utility undergrounding (phase 2) will be constructed under separate contract. Since the project proposes to culvertize (place in an underground pipe) the existing open ditch along Olive Avenue, the scope of work also includes the restoration of portions of Pacheco Creek as offsite environmental mitigation. The offsite restoration of Pacheco Creek as mitigation will only be necessary if the CA Department of Fish and Wildlife does not approve the City’s proposed purchase of mitigation bank credits to compensate for the Olive Avenue ditch.

Schedule

Project development work will likely be finalized during first half of the 25/26 fiscal year to address the purpose and need of the project and serve as a basis for potential development improvements. Pending issuance of regulatory permits (No Construction allowed -typical permit conditions - as per California Water Board and California Department of Fish and Wildlife - October 15 to May15), start of construction is planned for second half of the Fiscal Year 25/26 and projected completion in Fall of 2026.

Cost

Project development estimates include environmental documentation, permitting, and design. Funding is proposed from Development Impact Fees - Drainage, Restricted Revenues from the adjacent private development project for a proportionate share of the cost of frontage improvements, along with Gas Taxes, TAM Measure AA funds, and other previously approved capital revenues.
