Margaret Todd Senior Center and Downtown Recreation Center/Novato Gymnastics Center Roof Replacement (CIP #19-006 & 24-004).

Description

The roof of the Margaret Todd Senior Center has reached the end of their useful service life. The plywood roof was 25-years old as of 2018. Maintenance costs to repair leaks have been increasing over the last few years and are expected to increase until the original materials are replaced.

The roof of the Downtown Recreation Center/Novato Gymnastics Center was replaced in 2017. Staff noted water infiltration during the winter of 2018 and worked with the contractor to identify and repair the deficiencies in the work, until the contractor ceased business operations. Staff determined that the existing roof overlay has insufficient overlapping of the sub surface materials, improper solar stanchion mounting, and incorrect nailing patterns for asphalt shingles. Staff further determined that the DRC metal roof elastomeric sealant experienced unexpected seam surface failures due to heat and staff maintenance foot traffic, and that welds between different sections of the roof overlay had failed. Staff has completed numerous repairs since 2018 and has determined that further damage to the roof and to the underlying insulation, interior vapor barrier, and interior walls will continue to necessitate repair work. Staff recommended replacement of the existing roof overlay during the Capital Improvement Plan (CIP) budget recommendations for FY 2024-25 and on June 25, 2024, CIP #24-004 for the DRC roof replacement project was approved by the City Council.
