We greatly appreciate your time and input on this community project!

In May 2015 the City held two public workshops to gather community input and ideas in order to create a new and improved Hill Recreation Area that would best serve Novato residents. Since that time the City has been working with a consultant to incorporate feedback and create the best site plan possible. The City has also been researching several different funding opportunities in order to make this collective community vision a reality. We are now ready to move forward and get final feedback on design plans, and we invite all Novato residents and community members to attend and be a part of this exciting project, several years in the making.

Final design plans for the Hill Recreation Area improvements will be presented to the Novato City Council at a regularly scheduled City Council meeting. If approved, staff anticipate construction will begin in 2017. Residents and community members are encouraged to attend this council meeting to voice their final opinions, concerns and/or support for this project. City Council meeting information will be posted on the Hill Master Plan webpage (www.novato.org/hillmasterplan), and also announced on the NovatoFun Facebook page (www.facebook.com/NovatoFun).

A community planning process is underway for the Hill Recreation Area!


Project Goal: The Hill Recreation Area Master Plan will help us improve existing field conditions, enhance the use of the fields and facilities, increase parking options, and provide programs and services to meet the needs of our residents.

Project History: The Hill Recreation Area/Margaret Todd Senior Center Requests for Proposals were submitted to the City on November 18, 2014. The project really got underway in February as we met with athletic groups and formed a city staff project team to begin coordinating work with the project consultant.

There will be three community workshops to create a shared community vision for this highly utilized area. The first workshop was held twice (Wednesday, May 20 and Saturday, May 30) in the Hill Community Room, 1560 Hill Road. The public was invited to attend and share their thoughts on this exciting project. Many ideas were shared and collected, and this information was used to create preliminary designs of the new and improved Hill Recreation Area.      

If people weren't able to attend either of those meetings, the topic was posted on Open Novato - an online forum where people can weigh-in from the convenience of their computer. This topic was continuously posted for six months to ensure we collected as much community input as possible during the planning phase of this project.

Tournament Bocce Ball Facility and Proposed Installation of Synthetic Turf Field: 
A Brief Look at the City of Novato’s Fiscal Sustainability Plan

In 2009, during the Great Recession, the City of Novato began community discussions regarding the long-term fiscal and organizational sustainability of its organization. Historically, the City has struggled with a chronic structural deficit, and during the recession, it had to make some difficult decisions to reduce staffing and service levels. In 2010, the City developed a fiscal sustainability plan to address the organization’s long-term fiscal health. For more info: http://novato.org/government/finance/fiscal-sustainability.

Of the six recommendations in the plan, one was to make one-time investments that resulted in ongoing savings to, or revenue generation for, the City.

Two revenue-generating projects that are being considered include the proposed installation of a tournament bocce ball facility and improvements at the Margaret Todd Senior Center and the installation of a synthetic turf field. Both recommendations would add a new community asset while simultaneously generating revenue for the City. For instance, the bocce ball facility would cost approximately $500,000 to construct, including expenses for parking improvements to accommodate additional usage. Revenue generated by the facility is estimated to be $82,000 annually, and would require annual maintenance of approximately $35,000. This would result in $47,000 of net annual revenue to the City.

The City conducted a turf feasibility analysis to determine the best location for a synthetic turf field in 2016, and the preferred location was determined to be the Hill Recreation Area.
