Request for Proposals
The City of Novato is seeking an economic development firm that has direct experience in the preparation and implementation of economic development strategic plans. It is expected that the selected Consultant or Team will prepare a plan that contains specific economic development goals, strategies, and implementation measures, as well as an Implementation Plan outlining the potential timing, anticipated cost, and funding source of each Implementation Action.
This plan will provide a foundation for future economic development activities to support a thriving business environment, a vibrant downtown, and a healthy economy that draws visitors and provides residents with attractive options for shopping, recreation, and working.

Background Information
The City of Novato was incorporated in 1960 and is the northernmost City in Marin County, California, located approximately 29 miles north of San Francisco. Novato covers nearly 28 square miles and has a population of approximately 53,000. Existing land use in Novato is predominantly residential, with commercial uses concentrated downtown along Grant Avenue and Redwood Boulevard, in pockets along Highway 101, and in various small clusters and convenience centers near residential centers. The Vintage Oaks Shopping Center, located east of the freeway and south of the Rowland Boulevard interchange, has been serving the region since 1991. Offices are located along the freeway, in and around Downtown, near the Novato Community Hospital, and along key boulevards and industrial parks. Novato Industrial Park, in Bel Marin Keys, contains the bulk of the City’s warehousing, distribution, and manufacturing uses. Several industrial operations exist near Downtown, between the railroad and Redwood Boulevard. With an abundance of natural beauty, a rich history, comfortable neighborhoods, and a relatively diversified economy, as well as a convenient location proximate to San Francisco, Southern Marin, West Marin, and Sonoma/Napa wine country, this Economic Development Strategic Plan will support the City’s positioning to continue to thrive.
The Economic Development Strategic Plan should build from the City of Novato’s General Plan, which was most recently amended in 2024.
