Planning Application
Many proposed development projects or new businesses require some level of discretionary review, meaning they are subject to public notice to neighbors and a public hearing. In these cases, applicants must first complete a Planning Application and proceed through the public review process to receive a Use Permit, Design Review Permit, Subdivision, or other entitlement before applying for a building permit.
Beginning October 1, 2025, the Planning Division will be accepting applications through our new permit system, Novato Permits. A Novato Permits account is required prior to applying for a permit online.

- Submit your completed application via email to planning@novato.org.
Please note: You will still need to create an account in the portal even if starting the application in person or via email. Once your account is connected to the application record, you will receive an invoice and be able to pay through the portal.
Cost Recovery Agreement
When a project requires a deposit rather than a fixed fee to be submitted with the application, a “Cost Recovery Agreement Form” must be submitted with the application and fee deposit. This agreement requires the applicant to be responsible for all costs incurred during the City’s processing of their application(s).

Home Occupation Permit
A Home Occupation Permit is issued by the City to allow residents the opportunity to conduct a business out of their home, provided the use is clearly incidental or secondary to the use of the home for residential purposes and does not intrude upon the residential character of the neighborhood.

Fee Schedule
Planning fees are required for a variety of development projects in Novato. Planning fees are generally based on the type and complexities of a project. Some applications are “fixed fee” in nature, while others are “deposits” from which actual staff processing time and costs are subtracted. In the case of “deposits”, a partial refund may be issued, or additional fees required, depending on the City’s actual costs expended in processing the application. Please ask Planning Staff to assist you with the calculation of actual filing fees.
