UPDATE 7/14/2020 RESUMPTION OF PHYSICAL RESALE INSPECTIONS/REPORTS
Beginning July 20, 2020, all applications for a Resale Report will again involve a physical inspection. Special COVID Protocols will need to be performed prior to, and during the inspection, verified by a signed Certification of Inspection. Download the Certification of Inspection here. To help prevent the spread of COVID-19, there are several precautions in place to protect both staff and the public. It is optimal if the home can be vacated at least 24 hours prior. Only one person may accompany the inspector, all surfaces in the home
, and inside all accessory structure(s) must be thoroughly disinfected. In addition, the surfaces of all exterior mechanical equipment such as pool equipment, A/C condensers, and electrical components must have been disinfected.
Other key points of the protocols are; whoever accompanies City staff must wear a mask, stay at least 6’ away, has not been exposed to anyone who has been diagnosed with COVID-19 within the last 14 days, and of course has not been diagnosed with COVID-19. All documentation will be passed electronically.
All applications will be accepted online only except for multi-family properties, which consist of three or more units. Please call 415-899-8989 for multi-family applications. With the resumption of the physical inspection, the fees associated will return to those prior to the first Shelter in Place order in March, as approved by City Council and specified in the Fee Schedule.
$274.00 for Single Family
$236.00 for a condo/townhome
$219.00 for a vacant property
$311.00 for a duplex and SFD with an accessory dwelling unit ($274.00 plus $37.00)
Multi-family properties (3 units or more) are $236.00 for the first unit, $37.00 for each additional unit

Important notes about the online process:
You must have a pdf reader, such as Adobe Acrobat, installed on your computer - use the link at the bottom of the page to download the reader at no cost.
Browser issues: If your browser opens in another window to enter credit card information (known as a "secure browser"), the online transaction will not work - payment will be made, but a resale record will not be created in the city database. The transaction must be paid for without leaving the browser window opened for the resale purchase. The payment window used during the resale process is PCI-compliant and secure.
City staff cannot provide technical support if the applicant is not able to complete the process and upload a completed resale application. Reading the instructions first will help minimize or eliminate technical difficulties.
The City of Novato recommends you verify whether or not your property is within the City limits. The residential portion of Bel Marin Keys is NOT within the City limits. Some areas of Center Rd, Indian Valley Rd., Atherton Ave., and Olive Ave., Ignacio, as well as other areas are not within the City limits. If an address that is entered is not found, call the city at 415-899-8989. Less is more when entering an address - for example: 922 Machin Ave will not show a result, but 922 Machin will.
We currently offer only Single Family and Condo resale orders online. Any property consisting of 2 units or more should be scheduled in person as extra fees are required.
A responsible adult must be present to accompany the inspector and provide access. This can be the seller, listing agent, or any other person over the age of 18 with a legal right to be there. The inspection can take up to 45 Minutes.
Resale inspection fees are as follows:
Single Family home: $274.00
Condo/Townhome: $236.00 (Note: Due to type of construction a condo/townhome may be classified as a Single Family Home*)
NOTE: Failure to keep a scheduled inspection appointment without calling 899-8989 to cancel/reschedule at least 24 hours prior to inspection will require a payment of an additional $60 fee.
