The Housing, Zoning & Building Codes Appeals Board is a board created by the City Council of the City of Novato, consisting of five members of the public and two alternate members, charged with examining issues involving the City's Municipal Code, which includes the current California Building and Health & Safety Codes. Public hearings before the board are held on an as-needed basis. The most common issue heard involves violations of the Municipal Code resulting in public/private nuisances. Properties declared a public nuisance are required to adhere to the ruling of the board and pay a fee in excess of $1500.00, plus possible staff reccovery and attorney fees.

Hear appeals of the decisions of the Building Official concerning use of all alternate materials or methods of construction or interpretation of the Codes. Additionally, at any time a property (owner) may be brought before the board to determination if a public nuisance exists, and whether the board should issue an order to abate. (Municipal Code 1-6.6) Members must be qualified by experience and training to consider matters pertaining to alternate materials or method of construction.
