The City of Novato remains committed to protecting the health and safety of community members and employees, while also striving to deliver public service to the greatest extent possible. The City partners closely with local service providers to ensure that people experiencing homelessness have access to necessary resources and support services.

By building on existing partnerships and programs, Novato remains committed to creating positive outcomes and enhanced quality of life for all members of our community. 

Quality of Life Concerns 

SAFE Program
As part of Novato’s ongoing commitment to enhancing access to essential resources and support services for those in need, the City partners with Petaluma People Service Center to bring the SAFE (Specialized Assistance for Everyone) Program to our community. This initiative aims to provide critical assistance to community members experiencing mental health challenges, substance abuse issues, and homelessness.

SAFE Team Hours: Tuesday - Saturday from 8am - 8pm

Contact the SAFE Team:

  • In an emergency, call 9-1-1: Emergency dispatchers will assess calls to determine the most appropriate response, whether from SAFE, police, fire, paramedics or a combination of services. 
  • Non-emergency assistance: Call 415.899.7000 to reach the SAFE Team directly.

Report an Issue
It is not a crime to be homeless. Click "Submit a Request" to submit non-emergency quality of life/homeless concerns directly to the appropriate City department using our online service request tool. Topics may include:

  • Abandoned trash, debris, or litter
  • Encampment on public property
  • Encampment on private property
  • Request for support services

The County of Marin is the biggest funder of homeless services in the county and is a leader in transforming the homeless system of care. The City partners closely with the County and local service providers to ensure that people experiencing homelessness have access to the resources they need. 

Through Marin's Housing First approach, people are placed directly into housing as the first intervention, and then case managers help address all other issues that might have led to that person's homelessness in the first place. Projects that operate on the Housing First model house people more quickly that other models , and those people are more likely to remain stably housed.

The Marin Homeless Continuum of Care (CoC) has launched a Coordinated Entry System (CES) to ensure that people experiencing homelessness receive the best services to meet their housing and/or service needs.
