Public Health Officer Issues Shelter Order for Marin County in Response to COVID-19

On March 16, the public health officers of seven Bay Area jurisdictions, including Marin County, issued a legal order directing residents to shelter at home beginning at 12:01am on Tuesday, March 17 and ending Tuesday, April 7 at 11:59pm. The order limits activity, travel and business functions to only the most essential needs. Scientific evidence shows social distancing (i.e. not shaking hands, avoiding crowds, staying several feet from other people, and staying home if you feel sick) is one of the most effective approaches to slow the transmission of communicable disease and is the basis for this public health order. 

We appreciate your cooperation to stay home and shelter in place unless you are seeking or providing essential services. The order defines essential services as necessary for the health and safety of individuals and their families. If you must leave your home for essential services, please continue to practice social distancing and good hygiene. The following essential services are permitted during the shelter in place order and may remain available:

  •  Grocery stores
  • Gas stations
  • Childcare facilities
  • Banks
  • Pharmacies
  • Hardware stores
  • Restaurants with carry out or delivery
  • Laundry businesses and services necessary for maintaining the safety, sanitation and essential operation of a residence
  • Businesses that provide food, shelter and social services, and other necessities of life for economically disadvantaged or otherwise needy individuals

Additionally, health care, law and safety, and essential government functions will continue under the recommended action.

 “While the goal is to limit groups congregating together in a way that could further spread the virus, it is not complete social shutdown,” said Dr. Matt Willis, Marin County’s Public Health Officer. “You can still complete your most essential outings or even engage in outdoor activity, so long as you avoid close contact.”

COVID-19 Impacts to City of Novato Services

During this uncertain time, the City and our dedicated staff are working hard to ensure essential City services remain available. We are engaged in the response and prevention efforts for COVID-19 and are working closely with our county, state, and federal partners. The City has robust emergency plans and protocols in place.

How Are City Services Being Impacted?

Police Department

Our first responders are on the job, prioritizing the health and safety of the community. To help limit the spread of COVID-19, our police department front lobby at 909 Machin Avenue is closed to public access, and we encourage the public to utilize our online police reporting services at novatopolice.org or calling our 24/7 non-emergency line at (415) 897-1122. In the event of an emergency, dial 9-1-1 for assistance. If your report or emergency requires in-person police response, please know that under certain circumstances, and in an effort to comply with social distancing recommendations, our officers may request you exit your residence for police interaction. We appreciate your cooperation and understanding as we care for the community at this time.

City Administration

The City Administration building and public-facing lobby, located at 922 Machin Avenue, now remains closed through April 7, 2020. Essential services are available by phone, email or appointment only. If you have urgent City business, please call 415-899-8900. Many services and information are available on our website at novato.org.

Community Development

We are asking the public to postpone all permitting and plan processing.

Public Counter: Drop-in activities through One Stop Shop will cease until further notice. No new applications for permits or plan check will be accepted for the time being.

Building inspection:  All building inspections for active permits will continue as normal. Staffing will be limited so customers should anticipate delays.

Planning and Zoning:  No appointments will be made in the short term; however, questions can continue to be submitted to planning staff at planning@novato.org.

Code Enforcement: Complaints involving life-safety issues will continue as normal; all others will be deferred.

The Resale Inspection Program will be temporarily suspended during the local emergency.

Public Works

We will continue to maintain our parks and outdoor facilities, as well as maintenance related to critical infrastructure including streets, storm drains, pump stations and levees. Custodial services will continue for our buildings that remain open.
