Update on Hill Recreation Area Master Plan

The Project: The Hill Recreation Area Master Plan would improve the Hill Recreation Area as follows: replace the existing natural turf fields with two synthetic turf fields; add pickleball/paddle tennis courts; add bocce courts with canopy and lighting; modify the Hill Gymnasium restroom; add to and improve existing parking, circulation, and stormwater facilities; and other ancillary improvements such as picnic tables, benches, LED walkway lighting, drinking fountain, and waste/recycle receptacles. Both fields would be fenced with 8-foot tall black or grey vinyl coated fencing or galvanized chain link fencing. These improvements would repair damage that has occurred over time, and improve emergency, pedestrian, and public transit access. Improvements to the Hill Road/Arroyo Avichi Creekside parcel would occur along the edge of Hill Road and include a Class I multi-use pathway and three picnic areas. Approximately four trees would be removed to accommodate the path, and approximately 12 trees would be planted along Arroyo Avichi Creeks. Hours of operation would remain the same (sunrise to sunset) except for use of the bocce courts, which would be allowed until 10 pm.  

The Document:  In accordance with the State CEQA Guidelines, the City of Novato has prepared this notice to inform agencies and interested parties that it is releasing an Initial Study and Proposed Mitigated Negative Declaration (IS/Proposed MND) for the Hill Recreation Area Master Plan project (Master Plan).

The Comment Period:  A 33-day public review period will extend from December 13, 2018, to January 14, 2019. An additional 3 days beyond the required 30 days has been provided due to the holidays. The IS/Proposed MND will be available for public review online at and at the following locations:

 Public Works Department, 922 Machin Avenue, Novato
 South Novato Library, 931 C Street, Novato, CA
